| Active measures | Active Measures was a program of the Communist Party of the Soviet Union which attempted to further Soviet foreign policy goals through clandestine operations conducted by the KGB (Committee for State Security). Methods such as disinformation, propaganda, counterfeiting official documents, and training false defectors were used to confuse and to destabilize foreign governments, especially those potentially hostile to the Soviet regime. The program further established and backed international front organizations (e.g. the World Peace Council); foreign communist, socialist and opposition parties; wars of national liberation in the Third World; and underground, revolutionary, insurgency, criminal, and terrorist groups. The intelligence agencies of Eastern European and other communist states also contributed to the program, providing operatives and intelligence for assassinations and other types of deniable covert operations. For example, it is widely believed that the KGB subcontracted the Bulgarian KGB to attempt the assassination of Pope John Paul II. (references) | ||

| Ancient Arabic weights and measures | The Arabic system of measurement is based on the Persian system. (references) | ||
| Ancient Egyptian weights and measures | Ancient Egyptian standards of measure evolved over a period of several thousand years as a combination of two systems. The oldest Egyptian body measures date to the late Pre-Dynastic where the glyph for cubit measure is included in several palettes. The oldest glyphs related to agricultural measure show up on the palette of the Scorpion king which shows the firlds being dividfed up by irrigation ditches. One system was essentially decimal and used by surveyors to reestablish the metes and bounds of fields after the innundation or 3ht and to measure long distances such as roads and canals, and the other essentially septenary system was a cannon of proportions developed from body measures used in inscription grids and in the measure of commodities such as rations of grain and beer. Both systems were designed to be accounted for with unit fractions. (references) | ||
| Ancient Greek weights and measures | Like the Mesopotamian units, where the cubit or ku was divided into two different digits (shusi of about 17 mm or uban of about 20 mm) and hands (qat), the Greek units also have long, median and short forms. (references) | ||
| Ancient Indus Valley weights and measures | The people of the Indus Valley Civilization (ca. 2600 BC) achieved great accuracy in measuring length, mass, and time. They were among the first to develop a system of uniform weights and measures. Their measurements were extremely precise. Their smallest division, which is marked on an ivory scale found in Lothal, was approximately 1.704 mm, the smallest division ever recorded on a scale of the Bronze Age. The decimal system was used. Harappan engineers followed the decimal division of measurement for all practical purposes, including the measurement of mass as revealed by their hexahedron weights. Weights were based on units of 1/20, 1/10, 1/5, 1/2, 1, 2, 5, 10, 20, 50, 100, 200, and 500, with each unit weighing approximately 28 grams. (references) | ||
| Ancient Mesopotamian weights and measures | Originally Ancient Mesopotamian weights and measures came from a collection of city states loosely organized by family, tribe and occupation. Consequently each city, kingdom and trade guild had its own standards until in the Letter of Nanse a call was made to agree on a common standard. After that the Sumerian city states reduced a plethora of multiple standards to a few agreed upon common groupings. All stated values are in precise unit fractions of a common standard. | Ancient Persian weights and measures | Ancient Persian weights and measures are one of many systems of measurement based on the Mesopotamian system first incorporated by the kings of Susa and Elam and later used by the kings of Persia. (references) | ||

| Alternative Measures of income | Census | 1. Money income excluding capital gains before taxes. This is the official definition used in Census Bureau reports. a. Money income after taxes (without earned income credit (EIC)). This is definition 1 minus federal and state income taxes exclusive of the EIC, minus payroll taxes, plus capital gains, and minus capital losses. b. Money income after taxes (including EIC). This is definition 1a plus the EIC. 2. Definition 1 less government cash transfers. Government cash transfers include nonmeans-tested transfers such as social security payments, unemployment compensation, and government educational assistance (e.g., Pell Grants), as well as means-tested transfers such as aid to families with dependent children (AFDC, ADC), temporary assistance to needy families (TANF), and supplemental security income (SSI). (For a complete listing of transfer income, see definitions 9 and 12.) 3. Definition 2 plus capital gains. Realized capital gains and losses are simulated as part of the Census Bureau's federal individual income tax estimation procedure. 4. Definition 3 plus imputed health insurance supplements to wage and salary income. Employer-paid health insurance coverage is treated as part of total work compensation. 5. Definition 4 less payroll taxes. Payroll taxes are payments for social security old age, survivors, and disability insurance, and for hospital insurance (medicare). 6. Definition 5 less federal income taxes. Definition 7 shows the effect of the earned income credit (targeted to low-income workers) separately. 7. Definition 6 plus the earned income credit. 8. Definition 7 less state income taxes. 9. Definition 8 plus nonmeans-tested government cash transfers. Nonmeans-tested government cash transfers include social security payments, unemployment compensation, workers' compensation, nonmeans-tested veterans' payments, U.S. railroad retirement, Black lung payments, Pell Grants, and other government educational assistance. (Pell Grants are income-tested but are included here because they are very different from the assistance programs included in the means-tested category.) 10. Definition 9 plus the value of medicare. Medicare is counted at its fungible value.1 11. Definition 10 plus the value of regular-price school lunches. 12. Definition 11 plus means-tested government cash transfers. Means-tested government cash transfers include AFDC, ADC, TANF, SSI, other public assistance programs, and means-tested veterans' payments. 13. Definition 12 plus the value of medicaid. This definition counts medicaid at its fungible value. 14. Definition 13 plus the value of other means-tested government noncash transfers, including food stamps, rent subsidies, and free and reduced-price school lunches. a. Definition 14 less medical programs. This is cash income plus all noncash income except imputed income from own home, minus the fungible values of medicaid and medicare. 15. Definition 14 plus net imputed return on equity in one's own home. This definition includes the estimated annual benefit of converting one's home equity into an annuity, net of property taxes. 1 The fungible approach for valuing medical coverage assigns income to the extent that having the insurance would free up resources that would have been spent on medical care. The estimated fungible value depends on family income, the cost of food and housing needs, and the market value of the medical benefits. If family income is not sufficient to cover the family's basic food and housing requirements, the fungible value methodology treats medicare and medicaid as having no income value. If family income exceeds the cost of food and housing requirements, the fungible value of medicare and medicaid is equal to the amount which exceeds the value assigned for food and housing requirements (up to the amount of the market value of an equivalent insurance policy (total cost divided by the number of participants in each rish class)). | Control technology; control measures | Environment | Equipment, processes or actions used to reduce air pollution. The extent of pollution reduction varies among technologies and measures. In general, control technologies and measures that do the best job of reducing pollution will be required in the areas with the worst pollution. For example, the best available control technology/best available control measures (BACT,BACM) will be required in serious nonattainment areas for particulates, a criteria air pollutant. A similar high level of pollution reduction will be achieved with maximum achievable control technology (MACT) which will be required for sources releasing hazardous air pollutants. (references) | |
